Futures POAP Conducts Leadership and HR Training in Baguio City

The Personnel Officers Association of the Philippines (POAP), Inc. successfully held a four-day Leadership and Human Resource Training Program from March 24 to 27, 2026, at the Prince Plaza Hotel in Baguio City. The event brought together personnel officers and HR practitioners from various institutions nationwide for a meaningful exchange of knowledge, skills enhancement, and professional growth.

A highlight of the program was the session led by Dr. Raymundo P. Arcega, NNQAA Chairman, ALCUCOA President and Executive Director and Taguig City University President, on “The Role of Leadership in Shaping Culture.” Dr. Arcega emphasized how effective leadership plays a crucial role in defining organizational values, influencing employee behavior, and cultivating a positive workplace environment. His message encouraged participants to lead with purpose, integrity, and accountability.

Another key session featured Ms. Anita Cunanan, Chief Human Resource Specialist Conciliation and Education Division of the Civil Service Commission, who delivered a talk on “The Strategic Role of Human Resources in the Organization.” She discussed how HR has evolved into a strategic partner that drives organizational success through talent management, employee development, and alignment of performance with institutional goals.

The training programs were facilitated by Dir. Ronaldo V. De Castro, POAP President, and Dir. Florante Alvero, POAP Trustee, whose leadership fostered active engagement, insightful discussions, and a productive learning atmosphere throughout the event.

Overall, the training strengthened participants’ competencies in leadership and human resource management—both essential in achieving organizational excellence. The program also reaffirmed POAP’s commitment to advancing professional development and promoting best practices among personnel officers across the country.


From Workplace Safety to Service Excellence: POAP Holds Leadership and HR Training in Legazpi City

The Personnel Officers Association of the Philippines successfully concluded its four-day Leadership and Human Resource Training Program held from April 7 to 10, 2026, at the Fiesta Ballroom Hotel in Legazpi City.

The event gathered HR practitioners, organizational leaders, and professionals to strengthen their management capabilities and exchange best practices in addressing evolving workplace challenges.

The program featured expert-led sessions, including a seminar on “Managing Workplace Harassment” by Dr. Sheila Villanueva, which emphasized the importance of fostering safe and respectful work environments. Dr. Villanueva currently serves as Human Resources Director and concurrent Dean of the Graduate School at Marikina Polytechnic College. She is also a former President of City of Malabon University, bringing with her extensive experience in both academic leadership and human resource management.

Another highlight of the training was the workshop on “Defining Excellent Customer Service” delivered by Ms. Maria Montserrat Iturralde-Hamlin. The session underscored the critical role of empathy and service excellence in achieving organizational success. Ms. Hamlin is the Founder and Chairwoman of Team Asia and currently serves as President of the Government Academe Industry Network Inc., where she champions collaboration across sectors to drive national development initiatives.

The sessions were facilitated by Dir. Rolando Gonzalez, Jr., POAP Treasurer, and Dir. Nora Aldave, POAP Trustee. Overall, the program reaffirmed POAP’s commitment to developing ethical, competent, and high-performing professionals in the field of human resource management.

Innovating Through Data: HR Technology and Analytics

At the Savoy Hotel Boracay, participants dived deep into the world of data-driven decision-making. Dr. Mennen Aracid, Program Assessor, ASEAN University Network and Professor, Department of Operations and IT, Ateneo Graduate School of Business, headlined the session on HR Technology and Analytics, emphasizing how digital transformation is no longer optional for modern organizations.

Dr. Aracid’s session provided attendees with practical insights into: Leveraging analytics to predict workforce trends. Implementing HRIS (Human Resource Information Systems) to streamline operations using technology to enhance employee engagement and retention.

Elevating the Standard: Public Service Excellence

Simultaneously, the Belmont Hotel Boracay hosted a powerful seminar on Public Service Excellence, led by Dr. Raymund Arcega, NNQAA Chairman, ALCUCOA President and Executive Director and Taguig City University President. With a focus on the core values of integrity, efficiency, and citizen-centric service, Dr. Arcega challenged participants to redefine what it means to be a servant-leader in the 21st century.
